東京大学法学部卒業後、1991年に通産省入省（国際経済課課長補佐など）、経済産業研究所研究員、横浜国立大学准教授、国際大学教授などを経て2018年より現職。国際大学客員教授を兼ねる。
ミシガン大学政治学部博士課程（Ph.D.）、ハーバード大学ビジネススクール修士課程（MBA、優等号受賞）修了。
